Mr. Keegan, a native of Elk Grove, California, received his Bachelor of Arts degree in Political Science at Sacramento State University of Sacramento, California in 1980 and his Juris Doctorate in 1985 from Lincoln Law School. He co-founded the firm of Keegan & Myers, P.C. in 1997. He is retired from the United States Army Reserve and is a retired Sacramento Sheriff. In addition to membership in the California Bar he is admitted to practice before the Federal District Court.
